An independent indicator, with clear limits
We use imagery from the European Sentinel-2 satellite and pick the latest image in which the site itself is cloud-free.
We compare it with the same month a year earlier, when the sun angle is similar, so moving shadows are not counted as change.
We colour changes only inside a circle around the project, exclude the sea and its edges, and drop scattered pixels.
Resolution is 10 metres: grading, roads and building blocks show, house details do not. This indicates site activity, not a completion percentage.
